WASA Hafizabad
For the longest time, water supply and sewerage management in our district were handled by local government departments that often lacked the resources and specialised focus required for a growing urban population. The Punjab government recognized this gap. In a major push to upgrade urban infrastructure, Hafizabad was included in a second phase of expansions, bringing WASA’s professional management to our doorstep.
This isn’t just about bureaucracy. It is about having a dedicated, modern agency whose sole job is to ensure we have access to clean drinking water and a functional drainage system. Think about it: a specialized body means better planning, professional engineers on the job, and hopefully, an end to the age-old problems of waterlogging and contaminated supplies.
WASA Hafizabad
An important progress review meeting under the Punjab Development Program was held at the WASA Hafizabad office, chaired by Managing Director WASA Hafizabad Bilal Feroze Joya.
The meeting was attended by the Deputy Managing Director, the Deputy Directors, Assistant Directors WASA Hafizabad, Resident Engineer NESPAK and representatives of the contractor.
Important decisions and instructions:
Daily actual progress report
The MD expressed strong displeasure over the verbal and unrealistic reports by the contractor’s project manager and termed it as unprofessional behavior. It was clarified that complete compliance with all SOPs, protocols and instructions issued by the client and the consultant is mandatory.
The contractor was instructed that no kind of fake reporting or pretexting will be tolerated in the future.
Machinery Submetal Reports
The contractor was directed to submit the submetal reports of all machinery, including pumping machinery, transformers and generator sets within one hour. The contractor assured that the report would be provided to the Deputy MD WASA Hafizabad and Resident Engineer NESPAK.

Schedule of Activities / Gantt Chart
A detailed schedule and Gantt chart of all ongoing projects were to be submitted within 24 hours.
24/7 Working Mode (Two Shifts)
MD WASA ordered to continue work 24 hours at all sites as per the instructions of the higher authorities.
The contractor was directed to submit the 24-hour work plan by 10 am on 20-02-2026.
Health, Safety and Environment (HSE)
WASA, District Administration, and NESPAK were directed to submit the HSE report by 5 pm daily.
It was also noted that the contractor has not yet appointed an HSE engineer as per the agreement, which was termed as serious negligence. This was expressed as a matter of grave concern, especially in view of the recent Bhatti Gate incident.
The contractor was ordered to appoint an HSE engineer and report by 20-02-2026 immediately.
Pipe Manufacturing Regime
The production of the pipe factory was found to be extremely slow. The current daily production is 20-25 pipes, while the target was set at least 90 pipes per day.
The contractor was directed to increase the production capacity immediately. The contractor informed that production will start in the new factory within a week.
Other important points
The material required for the drainage line will arrive today.
Work on other projects will start from 4 pm today.
As per the instructions of the Deputy Commissioner and the Punjab Government, installation of lights and reflectors should be ensured at all sites by tonight.
